And also under the 'Display/Counters' tab untick 'Show this in the UO title bar'
Works for me.

Running Windows 8.1 with no compatibility settings set.

If I can remember correctly then it has something to do with Razor trying to update the Window's title bar with the reagent count. Every time this happens in full-screen it flickers.
EDIT: You can switch this off in Razor

Alternatively you can run the normal unencrypted client without Razor.

I am in +/- the same timezone.
Poland = UTC + 1 hour + 1 hour for daylight savings. So that is UTC + 2 hours.
South Africa = UTC + 2 hours

,but I only play when I have time so you can't really rely on me for anything ingame.

Not a good idea at all. My average latency to the server is 520ms.
This might create fake lag (and work)for players with ultra low latencies, but would only make it unplayable for people like me.

With Razor being legal, the solution would have to come from a mechanic involving picking up/stealing the item on the server side. Maybe something like randomizing the spawn within the sub-region, thus keeping the item spawn in the same general vicinity & requiring more "hands-on" sea...

Why does Razor come with it pre-ticked?(I think mine was). This is bad for new players as they would never of known about darker nights in the first place.
Or maybe I ticked it once while playing with the settings. Not really sure.

The only other way to let people still use Night Sight and torches is to give them a slight (non era accurate) benefit while using them.
