No. They have to be purchased from NPCs.

I'm afraid paper manufacturing is a very very complicated process 
... Only somebody with the resources of Lord British could possibly create a paper manufacturing facility in Britannia. Although, if you want to join his cr3w and make paper, I understand that Lord British goes to the "ends of the earth" for his employees... (mostly because he "can hire them for about 10% the cost of Americans"). Rumor has it, he lures people from the eastern hemisphere into Moongates; he has a giant recruiting party during the Moon Festival in China (with lots of Mooncakes (which are about the nastiest thing I've ever eaten, in case you haven't had one--do NOT mistake them for Moonpies!).
If you are from that hemisphere, I'm sure I can hook you up with a position, and you can make scrolls to your heart's content
