You sohouldn't need any rep to ask a question. You should be able to ask a question before even completing the (easy) signup process.

Can you send me a screenshot of what you're seeing?

You should not need rep to answer a question either. You may need rep to comment.

Ahh yes, there is a minimum reputation for creating new tags; we want to limit the number of tags that are created so that they are useful and not redundant. An existing tag that would be good for this question is "client". "Network" might be another good new tag and "Ping" isn't a bad tag either.

I'm sorry that it didn't pop up any recommendations for you. If you create this question with the tag "client", the other tags can be added.

I can imagine how frustrating this must have been. For now I've dropped the min rep for creating tags down to 10, so that anyone who has validated their email address will be able to create new tags immediately.
