(1) the rules state that it's illegal to spam something while afk. If he was at his computer he's not breaking the rules.
(2) that was likely NOT chumbucket. Today is "dress like chumbucket" day and those are probably other players dressed up like him.
(3) your picture doesn't show any of them spamming. What I see in your picture is all of them saying it once, which isn't spam.

(1) They probably weren't afk. I would bet that they were either watching it, or on another client, playing another character, which is not afk.

(3) Now, I may be reading more into what you are saying, but if they were saying it as often as you are making it sound, than you would have been able to capture each character saying it more than once in your picture. Unless we are looking at different pictures, you only captured them saying it once.

Technically you would be afk from one char if your playing another. Same as if your running a mining script, but playing another char at the same time. You would be afk mining
