Skull Candle – Spawning?

This may not be an actual bug. Most rares I’ve either gotten or been able to spy a camper. So I know those exist even if I haven’t gotten it. The skull candle I’ve been checking frequently since February with no luck and no campers spotted (with GM Detect Hidden). I did a forum search and haven’t seen one up for sale since then, or talk of nabbing one.

Since I can’t get it and haven’t spied a camper, I am concerned it might not be spawning. I’m hoping I have just been unlucky, but thought I should at least mention it here. If someone has snagged it recently please respond. I don’t want to waste any GM time on a silly little pixel if it’s not a true issue.
