How do I bid on the lvl 3 maps

You need to bid higher than the last bid (which was the starting bid). And example might be "lvl 3 sb +1k". If you prefer to use the buyout price you can say something like "lvl 3 bo" and then it will be yours. Buyout prices are typically over estimated going rates so you pay more for the convenience of not bidding.
