T2A Newbie questions. Full spellbooks? Empty runebooks?

Hello everyone. I'd like to know where to buy a full spell book and an empty runebook.

I'd even be satisfied with purchasing the individual scrolls, especially a Recall and a Mark.

I've searched these forums, but a lot of the information is months old, so I'm not sure how up-to-date everything is.

Are there player run vendors that have these items routinely available? And, curious to know how much they go for too.
