Cartography: World maps = maximum 98.5 skill gain

It will now be possible for players to reach 99.5 in cartography through creating world maps as well as through decoding treasure maps (previously, a player could only reach a skill of 98.5 through creating world maps).

Currently, you can get to 99.5 cartography with world maps (enough to do LVL 5's, though this will be fixed to GM soon per Derrick).

However, world maps should only get you to a max skill level of 98.5

The correct system should be:

World maps until 98.5
Level 4 + 5 maps from 98.5 - 100.0
