So did this ever get implemented or was it decided against?
Re: Era Accuracy: Black Sandals
They belong to the our Silver Turn-In System on this shard and will never drop. They are worth 400 silver and one silver is between 15.000 to 20.000 gold on player to player market.

Well, hey,.. I remember farming them to.
If you are going to be era accurate, go 100% don't pick and choose.

Picking and choosing is exactly what you have to do sometimes to maintain a stable foundation to keep the server as a WHOLE as close to T2A era as possible.
This is all at the GM's discretion and the ground work for how they chose to interpret and implement patches has been laid out since day 1 for a handful of years now. To say go 100% or go home is not feasible (which is in part why this very section exists on this forum).
