Full Stables?

I can't find anything about it anywhere. I haven't come across this before. Makes it rough for someone starting out to have to buy pack animals every time you have to have an extended afk, or every time you log in. I know that most cities have more than one stable, 3 in Brit, but I'm a young player starting out in Delucia, otherwise it wouldn't be a big deal to just find another stable. Any info on this? Thanks in advance and UOSA rocks!
