UO Second Age cuts off before November 23rd, 1999.
There is a reasonable consensus that this patch date and those that followed it were prelude implementations for the UOR publish and that is the main reason this cutoff was established here. The timeframe is essentially at the middle/heart of the t2a era in a sense.

i dont see how bank checks would be a prelude implementation for UOR though. i can see why there is a set date but for the good of the shard this shouldnt always be some holy rule

What's the need? Deeds work fine for high price items and anything low cost can be exchanged for gold in 10k piles.
