edit: I found the picture you were posting. Looks like creatures weren't allowed, but there is no evidence of when that picture was taken.

true but since i found the picture from this guide http://uo.stratics.com/content/t2a/t2aplaces.shtml, im guessing that it was before uor. there is no khaldun on the list.

That is because you are looking at lost land entrances, which though the list of entrances may or may not be 100% correct, there is still no way of telling when those particular images are from.
