I've seen a bunch of noble peoples and ect that would normally be escorts, but I've attempted to say destination and I will take thee with no luck.

Only those npcs that stand in one place might be travelers looking for an escort. The 'noble' looking ones that move around are likely random npcs or ones that have already been escorted.
