They're probably concerned with the fact that the entire shard would be overrun with dyed furniture eventually...most likely rather quickly knowing our players. This eventuality would give the shard a non era-accurate look and feel in time. By limiting the number of charges, they are able to make it look like the T2A era for longer. This shard has already lasted longer than the T2A era.
However, in my opinion, you can apply similar logic to other things on this shard. There are many things on this shard that never happened during this era because of the function of time. Time is what would end up leaving us with the non era-accurate look and feel as the Unlimited Furniture Dye Tubs slowly made their way throughout the land.
Time is also what ended up with nearly every stable being blocked with countless stabled pets. This same thing has caused other areas of the shard to be "mechanically" accurate to the era, while displaying a rather non era-accurate look and feel.
I don't know where the balance is here, but its certainly tricky.
