I just posted this on another thread and thought I would share..
I have found a nice browser-based IRC client that requires no software installation.. try this out:

Steps:
1. Hit the "try me" button that opens up the configuration page.
2. Fill in your nickname, fill in channel with #secondage.
3. Hit the blue link that says "server and network" beneath the channel input.
4. Change the default irc.rizon.net to irc.wildirc.net
5. Hit the start button and you are there.
I have found this to be a great client with no software install until whenever (if ever) the UO Secondage link does work.

If you're looking for a web-server based client you can use on *your* web server, I'm having good luck with CGI:IRC. http://cgiirc.org/
It's pretty basic but it seems to work well without being especially consumptive on the web server.
