Potted/Rare Plants?

Do potted or any kind of rare plant spawn on UOSA? I remember potted plants as holiday rewards but that may have been UO:R??

Potted plants were given out X-mas '99, but not they don't spawn here and only time will tell if they are a holiday reward this year

I remember potted plants being a spawning rare in delucia.
