You'll definitely want 100 STR and how you divide the rest between DEX and INT depends on how you kill people.
The Explosion/E-Bolt combo are a great opener and then you can lay the smack down with a fast, DPed weapon afterward. Maybe do 60 INT and 65 DEX so you'll have enough to do the opening damage, hit fairly quickly and still get enough mana left over for any attacks to finish them off or recall out of a jam. If you feel that you need Meditation try balancing that skill out with Evaluate since, unless I'm mistaken, it only adds an extra 20% damage at GM and every 10 points down takes away 2%. 50 Meditation/Eval will give you a nice passive regeneration that might just make the difference. You can always sacrifice GMing the non-essential skills for a good balance. Experiment to figure out what works best for you.
GMing Poisoning is easy. Even starting with a vendor trained amount will still only take about 100-150K in Nightshade. The last 50K will be spent on getting those last 2 points up from 98ish so I'd opt to simply gain the rest in skill use. Just make sure you're part of the Mage Guild so you get that sweet discount. Say, "<Vendor Name> Join Guild" to the Guildmaster and then cough up the 500 GP. If you want to save money start with 50 Poisoning on a fresh character. Yes, you will have to run around/recall like a maniac to get to the reagents before your competition and might just earn the ire of certain players but I think the money saved is well worth it

Greater Poison all the way to GM and use Deadly for the field if you can afford it. Good luck.
