Jewelers, Artists, Tailors were the ones with Black Sandals ... Was a random chance for them to have them ...

It was probably a screw up in the code using a hex decimal with the black hue when the associated random color was generated.

On a tanget, red sandals used to spawn on the provisioners in bucs. Not sure if that is the case here.

Here is a little UO quiz with the original spawners of black (yes true black) sandles in it.
We used to provoke a bull on the Tanner in Delucia and the Jewler in Papua to get true black sandles, we would get guard whacked, but for some reason the bull did not..

Also Derrick there were no other "true black" clothing items that I was ever aware of. Just the sandals. ** and shoes

I can't remember which city for sure. But on one of the island cities if you had Enticement you could use it on a particular NPC shopkeeper to get him out of town and then kill him to get pure black sandals. Sorry I lack more specific info - but it's been many years.

Let me help clarify some of this, since I was a buff for sandals.
Black Sandals: Spawned on Jewelers and Tailors (not sure if just the weavers). You would use the enticing skill to get them out of town and kill them, or chain poison them and guard whack yourself. These were TRUE BLACK.
Silver Sandals: Spawned on Brides (you know the ones you could escort?) You either escorted them somewhere out of guard zone and whacked em, or if they were already escorted and you enticed them as well.
Red Sandals: These were a burnt red that matched a suit of Daemon Bone Armor quite well. These spawned on Artists, or on a Cobbler in the provisioners.
Accuracy? Purely from memory. There used to be a bug with enticing to gm music in an hour or so on OSI and to make it a profitable exploit i'd do it on these npc's so I could snag the sandals when i was finished.
