Do you steal a higher quantity of things when outside of town?

I've stolen massive amounts of mandrake from guildies (like 50-80) outside of town but in town I seem to only get around 15.

aim higher in your stealing targets. not meant to sound like "I'm so leet"; there's much more valuable things to steal than regs. I only steal regs if someone is omgwtf pvping me after i've stolen something else. 99% of in town stealing is a waste anyways. the real $$$ is outside guard lines
