I read around the forums and it says 7 AM EST.
I waited today until 7:20 EST to setup a macro before work, but the server didn't actually reset before I left.
What time does it actually reset? Or was this just a fluke?

It stops saving at 7:00 am EST. There is almost exactly 15 minutes of "server war" where nothing saves. It then goes down at 7:15am EST for about 2-3 minutes. It comes up around 7:20 (at the latest usually) and you can macro from then on.
When the server has not gone down yet, but it is clearly after 7:00 am EST, there is a message every minute or so saying something like "Server is not saving blah blah, will go down shortly.."
I sometimes just log in, leave the journal open, make sure it's saving (no message) then setup a macro and leave for work.
