I think most of the major rune libraries have them ($$$, WL are the ones I frequent), it's called a "Lockpicking LvL4" book or similar, should have a lockpick locked down on top of it
If you want your own I'd lend you mine for 48 hrs for 2k and you could make your own, there are 8 locations in the book I have.

There's one in the Grand Library of the Vigilant in New Windmere. I believe there's 10 or 12 locations on that one.
