Where do I find the event NPC's to which I can trade in trophies for silver?
Wiki says Britain, Jhelom, and Bucc's Den but where in these towns exactly?

Britain doesn't have an Event NPC (as far as I know)
Jhelom has one next to the dueling ring, in the small hut left of there.
Buc's Den also has one north of the bridges, in the Bath House.
If you wander near the NPC with a trophy on you, they'll yell at you that they can appraise it for you, just like you would with a house deed.
