If you go to oasis and type in "I wish to tame a nightmare" right next to the lake it pops on the northern part of oasis, almost as you're leaving.

im asking cause i thought i remember some tamer holding on to all the mares, basically preventing anymore from spawning

The spawning system on EA servers during this time worked very differently then they do here at the moment. A tamed creature would not respawn until the creature left the current server it was located at when it spawned. This in return created blocked spawns. It was even worse if the tamer stabled the creature in a stables that was located on the same server it spawned on. This created huge problems as you can imagine. I'm not positive but I'm pretty sure it isn't blockable at the moment. We are currently planning on reworking the spawn system in the near future.
