Stealing 9 Stones Bug

All the guides online say at 86 stealing start stealing stuff that weighs 9 lbs. I tried bags full to 9 stones. Items that weight 9 stones ex: pick axe / war forks
everything says too heavy to steal. Now , also i made it to 93.6 stealing from 8 stones alone but hit a wall because i cannot steal 9 stones " STILL "
Anyone having this issue , know of a fix? something im doing wrong?
