Help with Provocation

why does my provocation razor macro randmly stop targeting and says cant incite that?
It works fine for like two loops or so maybe more, but no longer than a minute later i have to retarget polar bear or wolf. I tried both and it does the same...

Any ideas?

Hmmm...have you tried changing it to target by type?
