Heavily damaged then repaired items can't be sold

My understanding is that items should not be able to be sold when "about to fall apart" according to arms lore.
However, if you repair such an item to "it looks unused", it is still not able to be sold.
To replicate: beat up on an item until "about to fall apart". Try to sell it; vendor won't buy it. Repair it; arms lore now says "it looks unused". Vendor won't buy it.
