Where are all the bulls?

I am working on a tamer, he's at 75 taming right now. My question is, where are all the bulls at? I know I'm supposed to be taming them til 77.
Went to Delucia where they used to be, but now it's only cows sheep and orcs.
I remember there being more in the Jhelom pens (thought they were supposed to be mostly bull pens?) but now there's 2 bulls at max, often none.
I can probably gain to 77 without them, it's only 2 more points, but I'm still curious: is there any place where one can find more than one or two bulls in a particular area?
