Deep Sea Serpents Don't Spawn Maps

Per the Wiki, Deep Sea Serpents should occasionally carry a level 4 map:

I have killed a stastically significant number of these (over 300 since I started) and never once found a map. This simply makes the game unplayable for everyone and should be fixed immediately.
