Keg wont build./

I'm gm carpenter and tinker. I have empty keg and tap and lid and it still wont let me make a alchemy keg when i hit tinker tool on it, it says you do not have required resources? I'm confused?

Do you have 10 bottles?

That fixed it. but strange. It does not said that in the uosa requirements. lol. Also i could of sworn i have done it without bottles befoe. But apparently not. THANK YOU
