On your PvP template, you have only 40 int - will this not limit your magery ability in a fight?

I read some stuff about poisoning before, but not sure if it was applicable to UO during or after the Second Age

Does the poisoning skill increase the damage done by a poison spell? I read that in can increase the level of poison applied to the target
