UO Second Age

I have vista... what does this mean??? do I change properties of "razor" to run 98?

Additionally, everyone else on screen seems to be moving at normal rates... other pc's and npc walk, run and ride along without hesitation, even though I am stuck in freeze.

help please.

I take 3 steps -- frozen -- 3 steps -- frozen... is there a "settings" adjustment that I need to know about? I have never used razor and it has been a long while since I've played UO. My computer is new with plenty of power... and I run vista.

Any advice?
