You can always save tons of kegs of lesser and normal poison from alchemy/poisoning training and use them...

It starts at 50% damage penalty at ZERO Tactics.

And from that on, it is pretty straight forward. Each 1.0 of tactics, will give you 1% more Damage:

So,

ZERO = 50% Dam. (50% penalty)
50.0 Tactics = 100% Dam. (Normal Damage)
100.0 Tactics = 150% Dam. (50% Bonus)
