I have to agree, I don't know of any university that allows unrestricted access. They are using outgoing port filtering, probably the only thing allowed would be ftp(21) maybe ssh(22) http(80). I tried redownloading the .NET 1.1 framework again... ran as admin and installed it. Still load razor... client comes up... put in my login info... then "cannot connect to UO, please try again in a few moments".
