Does Arms Lore affect exceptional items here?
More specifically, I was under the impression that for every 20 points of Arms Lore, the damage of an exceptional weapon, or the resist of exceptional armor you create is increased by 1%.
Is that the case here?

I've tried this method, but I am still having a problem. I'm just trying to buy reagents, but shopkeepers ignore me still.
