The message is still popping up saying that it is a criminal action, but when you hit "okay" it doesn't flag. Guess I'll just turn off the message that prompts for an easy fix.

Just wondering what the item decay time is (if any) on a boat. Just as an example, if I am loading boards onto the deck of my boat for crafting, how long will they stay there, or do they not decay on a boat?
