You keep trying to combine all these issues together and there's no need to. I think the fact that staff are trying to be conceptually consistent when they make policy is a good thing. When they consider making a rule, they often weight it against other rules, to see if they all make sense together...

A few screens could be too far, depending on how you read those instructions. You want to run just a little further than offscreen from the NPC, just enough so that his healthbar disappears/status bar grays out. That way, when you run back, he'll be chilling there, but you'll still have him targeted...
