I wanted to add that it would certainly be understandable that a player in era would expect that they were giving multiple stacked counts for a murderer in this scenario as the menu themselves do stack up.
While I think we have verified here that the core mechanics of reporting a murder are correct, we do intend to fix the superficial interface aspects in the future so that the behavior of the menus corresponds with the above findings.
