Starting with a few % in each skill?

Hi. I'm new here. Used to play on another freeshard.
I have a question; when starting a new character, why do almost every skill seem to have a few % spilled out here and there? Like I've got 2.5% lockpicking but I've never trained it :S

Your stats (str, dex, int) modify skills with which you have and have not trained. You can see the actual level of your skills by selecting the "show real" bubble at the bottom of the skills menu.

When making decisions such as moving from Lightning to Energy Bolt at skill level 62 go with the modified value and not the "show real" value.
