I want to buy this tower

Anyone know whose it is? I am willing to pay well for it. This tower only however as its right next to my other 2 houses, not really interested in any but this one.

Bump again. Someone has got to know who has this place. Have coin, want to spend, will likely agree to over-pay for it too.
