Weapon Hit Location

Since there are specific hit locations taken into account with every weapon swing, does it take the AR for the body location into account for damage mitigation?

A halberd strike to your torso should do less damage than one that lands on your head or neck because of the
Determine Hit Location
step in the combat sequence from the combat stratics page.

Does it say otherwise in the code or on any publish notes?

You are correct. So you can wear a breastplate, and it will mitigate damage on approximately 44% of the time you're hit, and will hit with full force the other 56%.

I've only been here at UOSA for a couple of months now, and my blacksmith already has a chest with 6 or 7 chain tunics that got too beat-up for him to repair, before they got to him for repair (at his present, lowish, skill level); no helms, legs, arms, gloves, gorgets; none of these other pieces ever got as badly-damaged ...

Hit-location is one of the features I really like about the original UO combat system.
