Razor targetting

I know razor has a feature that lets you exclude your friends from being targeted by "closest red" or whatever color, but I'm wondering if razor has a hotkey for actually targeting characters on my friends list for the purpose of heals, so for example I could have heal self f3 and heal closest friend alt+f3. And then also I would need a hotkey for target last, last target because lets say I cast heal on my partner, the next spell I want to cast is fireball or whatever, is there a way to use razor to re-target my opponent or do I have to manually target them with set last target or by clicking the bar?

There's nothing built-in to suit what you need on it's own.
As Prodigy just mentioned though, you can record macros for each action, per character that you want to interact with.

Such as:
Heal: Friend A
Heal: Friend B
Cure: Friend A
Cure: Friend B

etc etc.

I dont like to use macros to heal cuz it makes it real easy to accidentally cast an offensive spell on your friend.
