Casting voxtex on blocked location

For ideas on how to make Second Age a better shard. Can it get any better? Maybe.

Reading patch notes, I can find: Publish Notes from 1999-01-19
• Casting energy vortex in a blocked location will no longer cost reagents

If I try in UOSA, regs and mana are gone when casting on a blocked location
