The scamming rules here are probably pretty era-accurate (actually, maybe a little looser than OSI if you got an particularly overzealous counselor or GM). Having some safeguards in place helps keep newer players around, who ultimately become vets of the shard, who then go on to own you at PvP because you came to this shard trying to scam newbs out of their 100 gp.
