roadkills rune library books are completely charged with recall scrolls so i would have to vote for it... what other rune library do you not need recall regs or scrolls to use :P

Felix's Keep by Vesper gets my #1 vote because it's right next to the starting Inn, his books are direct copies of mine I believe, and to top it off, he's got ore books (something I've been very lazy about getting :P )

Loop's Tower by Britain Moongate is also quite nice

My library is good, been around a long time but as we all know, "PKS AT ROADKILLS" is becoming more common than it use to be

I was told upon my first visit to Roadkill's is that the ground there is neutral and if I see a Red and I am blue or vice versa to respect the grounds there and no bloodshed.

I think that should be respected here. If I was running it I would ban anyone that did not respect that given the chance.

We do ban people who cause problems, but we don't exactly have 24/7 coverage :)

Btw its not my keep, I gifted it a while ago to Dark Radiance, and most of the credit goes to Dark Radiance and PrincesLayla anyway for the effort there.

All I did was copy Roadkill's runebooks. Dark added a shitton more books and did the deco etc.

The only bad ass thing I did in that keep was put colored pillows raised on tables.

I used both the $$$ and Roadkill's during the scavenger hunt quest. Both of them are very nice indeed. I found the people to be friendlier at Roadkill's place, as the $$$ tower had a fellow by the name of Maximus harassing its patrons for a tax or he would attack them. I believe he was obviously not affiliated with the tower and was on his own and he did seem to be roleplaying it up and wasnt really out to PK. The folks I ran into at Roadkill's were all rather quite friendly.

They are both outstanding rune libraries and have alot of runes to obscure places which I really liked about them both. I will have to go check out the others mentioned. They sound excellent as well.
