I loot MIBs all the time and fish up the chests with a newb char with 50 fishing. I dont think there is a min skill to actually fish the chest, just to fish up the actual MIB

You sure? Every time I wander by the docks there always seems to be dead fishermen.

is there a way to tell how good a treasure map is? i have fished up a bunch of maps (i'm at gm fishing now) and they all say tattered treasure map

All fished-up maps are level 1.
Sadly, the only way to find out the level of a map is to attempt to decode it with the proper skill, or actually dig it up.

Its easiest just to separate level 1 maps from levels >1. With 0 cartography, anyone can attempt to decode a level 1, will rarely succede (thus not making you the only one able to dig it up), and is impossible to decode any higher levels (you will get a "too difficult" system message).

It's pretty much impossible to be able to trust anyone when buying anything but level 1 maps. Even if someone believes it is a level 3, 4 or 5 map, chances are that person has mixed them up at some stage, or they can just claim ignorance regardless. This makes me way too cautious about buying maps, I wouldn't even trust people with a forum trade.
