You're right Kaivan, there is no mention as to what the source for the damage type "armor ignore" was. There's also no mention as to what the source for the "fire" or "energy" damage types either.
As I stated before, these patch notes are vague for a reason, as to point you in the right direction so you can find the answers for yourself in game(at the time).
It may not have been the war fork. I can't remember clearly, and I never really did any solid tests, recording damages and whatnot back then. I played the game to have fun. I clearly remember spears doing more damage than they currently do.

The first very popular weapon skill was archery, because it was almost too good before they fixed it. You could chase people shooting them from a distance while running, and drink a potion without disarming your bow. It was clearly top notch, and nearly everyone made an archer.
After archery was fixed, swordsmanship became the next big thing. Katanas for speed, halberds for damage, and every other sword weapon in between, it was/is easy to find a decent magical sword.
Sometime during T2A, fencing boomed. Spears killed people with a quickness. I'm talking 6-7 hits from a GM spear and you'd be dead. There were as many fencers as there were swordsman, which might not seem like a big deal, but prior to T2A, swords dominated.

I haven't read but the last post before mine, but I recall fencing being the highest damage-over-time melee class prior to the Lumberjacking bonus in UO:R.
Spears & Short spears we're both fast and efficient. Kryss also seems to be a little under-scaled, and I haven't been bothered to try using a war fork yet. I don't have any hard evidence on anything of this matter but I recall fairly well that almost every fencing weapon was lethal.
