Maybe he only arrests those who are "special" and think stealing in Britain is a good idea

I saved it but just tweak it up a little with some red and blue. Also, you left out my catch phrase for individuals having their proper documentation.
It looks nice but I dunno about "Special Police."
No hurries citizen just do it when you have time. It does not need to be an immediate thing.
