Parry is unnecessary unless you want to make Urks waste some of their lightning/fireball charges killing you. Just wear GM plate or a nice suit of magic armor--doesn't even need to be invulnerability. Fortification and hardening work, too, especially when paired with some protection jewels or clothing. 40 ar is easily doable without dropping 5k on your gear and will make it so that your biggest fear will be the mana dump. Pure dexxers are viable, IMO, and hella fun.
S&S Yew: fully stocked bulk reagents, weapons, armor, explosion traps, and fishing spoils. Also, temporarily carrying POTION KEGS!

I still say parry is viable, when timed right, for blocking hally hits. Also for fights against other dexers...

I actually liked your take on parry. If I remember correctly, you advocate running with a one-handed wep with no shield most of the time (so you can use pots), and equipping with a hotkey as they hally strike comes, correct?

You could do that, or just have Razor auto-drop/equip the shield when you hit pots. It will always drop the shield rather than the weapon, in a one handed weapon situation. :)

I tried that while screwing around at server wars a few times. Works ok but I'm not sure it's worth the 100 points for a few lucky deflects.
