I would love if an admin could comment on the actual drop rate for this since its so low and can only be farmed every 7 days, it makes it near impossible to determine statistically.

One would have to farm thousands of characters to accurately determine the drop rate.

To run through a thousand attempts, it will take you ~584 days or a little over a year an a half. (Assuming you farm with 12 character slots every 7 days). I'll expect your results for my birthday, 2014
