Seems like it may be part of a quest. There is a 'starving orphan' at the Britain dock named Leslie. She says your name when you get near her, and cries and says she lost her stew.

Update: I was on my fisherman and Leslie asked if I would help fish up her stew. And I notice a new scroll in my pack for 'Starving Orphan'. And when you click it this quest box comes up. I have no idea where to try and fish up the stew, I fished all around her with no luck. It looks like the reward for completing this is 900 Karma. That's all I have on it.

Obviously, I'm barely even scratched when it comes to gold. If the scammer was a noob, he could have asked for help, but chose a different direction.

I'm 99% sure it wasn't a cA scam. It wasn't interesting at all.
